The same month, Tehran accused the “Zionist regime” and its allies of a massive hack attack which temporarily crippled Iran’s entire gas station network.,IDF, US Cyber Units Hold Mysterious Joint Drills to Ensure ‘Cyber Network Superiority’19 December 2021, 13:05 GMT。在东小庄村，村民们遇到拿不准的法律问题、起了矛盾纠纷，都会先找张亚杰问问。把专业的法律知识转化成听得懂的家常话，让法治成为触手可及的生活工具。2021年起，我省全面部署开展“法律明白人”培养工作，培养具有较好法治素养和一定法律知识的村民，积极参与法治实践。如今，像张亚杰这样的“法律明白人”，全省有36.1万余人。这支扎根在群众身边的普法与依法治理工作志愿者队伍，正悄然影响着基层治理生态。“头雁”带“群雁”，矛盾早化解“群众遇到纠纷时，往往先想到找村干部评理。成为‘法律明白人’，能把矛盾化解在基层、解决在诉前。”张亚杰介绍，除了“法律明白人”的身份，他还是村里的治保主任。张亚杰的这份自信，来自一次次成功调解实践。今年4月，东小庄村村民张某在村北就餐饮酒后，与同村村民刘某因口角发生肢体冲突。张某用胳膊锁住刘某颈部，致其头晕目眩。刘某当即报警，双方被带至派出所。获悉情况后，张亚杰第一时间赶到，了解事情经过，陪同刘某前往医院检查。次日待张某酒醒，张亚杰来到他家中劝导。
B | “是我冲动了，我去医院看看他。”一番入情入理的劝解后，张某低头承认。刘某住院期间，张亚杰多次电话沟通，进行调解。
C | 最终双方达成协议，张某赔偿刘某医疗费、误工费等共计3000元，互不追究。据了解，实施“法律明白人”培养工程以来，我省重点培育一批以村干部、人民调解员为重点的“法治带头人”。截至目前，全省“法律明白人”中，村“两委”干部约20.29万人，占比56.2%。
D | 除了将矛盾化解的关口前移，更深层的变化，是让法治真正走进了群众日常。8月17日，在定州市盛世豪庭社区，大道观社区党支部书记、“法律明白人”张家豪搬着小板凳，坐到唠嗑的老人中间。“大爷，要是发现家门口有人扔了一袋垃圾，该怎么办？”面对大爷疑惑的眼神，张家豪从熟悉的生活场景入手，引导大家主动思考，再对照民法典讲解如何处理才合理合法。“传统拉横幅、发传单效果有限，有的群众接过来随手就扔，看不懂也不爱听。”张家豪说，“法律明白人”来自群众身边，最擅长把专业法条转化成听得懂、记得住的家常话。如今，越来越多的“法律明白人”活跃在基层一线，将法治种子播撒进田间地头、街头巷尾。线上线下齐发力，培育有实招如何让“法律明白人”真正“明白”？为提升“法律明白人”能力素质，我省印发培养工作推进方案，加强规范管理，有重点、分批次、常态化开展培养工作。举办省级示范培训班，编写学习教材，开展“线上+线下”培训，提供“实战式”调解平台。
E | 同时，依托全国民主法治示范村（社区），开设“法治乡村大讲堂”。今年7月，全省“法律明白人”培训首次采用线上形式，5742人参加培训，推动省级优质普法资源向基层倾斜。各地也因地制宜，探索培养方式，提升“法律明白人”法治素养和履职本领。2023年，定州市被全国普法办列为乡村“法律明白人”作用发挥试点。如今，定州5548名“法律明白人”有了一个“掌上法宝”——“定小律”智慧普法云平台。“每天打开手机就能看‘每日一典’，遇到拿不准的还能在线咨询。”一名“法律明白人”说。目前，“定小律”智能机器人已进驻143个村（社区）居民微信群，全天候为矛盾纠纷调解提供线上法治服务支撑。光熟悉法条还不够，调解需要从实践中积累经验。我省开展“1名村（居）法律顾问+N名法律明白人”行动，将“法律明白人”的乡土优势和村（居）法律顾问的专业优势结合起来，由村法律顾问带着“法律明白人”参与合同签订、纠纷调解，手把手传授经验。张亚杰就是这么一步步练出来的。“自己学透了，才能讲到村民心里，赢得越来越多的信任。新领域新探索，服务更完善“昆姐来啦！”8月19日，灵寿县牌楼社区京东快递网点，快递员徐江勇熟络地打起招呼。来的是社区干部、“法律明白人”李昆。“今天讲劳务权益保障、骑行交通安全、工作期间人身损害赔偿，都是你们关心的事。

G | 快递员们一下子围了上来。面向快递小哥、外卖骑手等新就业形态劳动者，我省扩展“法律明白人”服务内容，队伍边界也在不断拓宽。在曲阳县，聚焦雕刻、定瓷两大特色产业的“法律明白人”培养悄然推开。去年，曲阳县司法局专门印发雕刻定瓷行业性法律明白人培养工作推进方案，明确“优先从行业企业负责人、非遗代表性项目传承人、技术骨干等人中选择”。从事雕刻40余年的王建庄，是省石雕协会会长，2025年成为“法律明白人”。“外地一家企业抄袭我的城市雕塑作品，还拿去做了商业宣传！”一次，一位同行急匆匆找上门。王建庄说：“别急，先捋时间线，你的作品什么时候发布的？抖音、展览照片能不能证明你先创作？”指导当事人搜集证据后，王建庄出面与对方沟通，最终促成赔偿和解。“打官司成本太高，中小创作者根本耗不起。通过行业协会或‘法律明白人’介入，解决成本低、效率高。”遇到复杂案件，王建庄会主动咨询律师或请求司法所协助。积极发挥“法律明白人”作用，有力有效服务基层社会治理。省司法厅相关负责人表示，接下来将优化队伍结构、细化培训内容、完善保障激励等，在新就业形态等行业领域开展“法律明白人”培养工作，促进行业依法治理。（桑 珊 李丽坤）。
